Do Passengers Seated by a Window Have a Right to be Shady?

Let us shed some light on this issue: does a window of opportunity exist for a passenger seated elsewhere on an aircraft to dictate whether or not a window shade should be up or down, or does the passenger seated next to the window see right through that request?

What if one who is not seated next to a window wants to look outside? What if one has a splitting headache or is watching a movie and wants the window shade closed?
